    Act 1  

    Article one To further create an environment to encourage independent innovation,We will promote the construction of a full-chain service system for scientific and technological innovation and entrepreneurship in the autonomous region,Standardize the management of science and technology business incubator in our district and promote its rapid and healthy development,According to the requirements of the state and autonomous region on the identification and management of science and technology business incubators,In combination with the reality of the autonomous region,Formulate these measures。

    Article 2 Science and technology business incubator (hereinafter referred to as incubator) refers to the purpose of promoting mass entrepreneurship and innovation and the transformation of scientific and technological achievements, and cultivating high-tech enterprises and entrepreneurs,Science and technology service institutions and carriers that provide all-factor entrepreneurship services for science and technology entrepreneurs, entrepreneurial projects and start-up technology enterprises;The incubator is an important part of the regional innovation system,It is a base for training innovative and entrepreneurial talents,It is an important means to cultivate new economic growth points and drive economic transformation and upgrading。

    Article 3 The main function of incubator is to serve scientific and technological start-ups,Through entrepreneurship training, counseling and consultation,Provide research and development, trial production, business sites and shared facilities,As well as policy, legal, financial, investment and financing, corporate management, human resources, marketing and growth acceleration services,To reduce entrepreneurial risk and entrepreneurial costs,Improve the survival rate and growth of enterprises,Nurture successful technology companies and entrepreneurs。

    Article 4 Governments at all levels of the autonomous region, non-governmental organizations, enterprises and individuals can invest in the establishment of science and technology business incubators, which mainly include comprehensive and professional incubators of public welfare and non-public welfare。Large enterprises and scientific research institutions are encouraged to establish professional incubators。

    Professional incubator refers to an incubator that realizes specialized services on incubation objects, service content, operation mode and technology platform around specific technology fields or special groups。

    Act 2 Organization and responsibility

    Article 5 The Department of Science and Technology of the Autonomous Region is responsible for the macro-management, supervision and inspection and business guidance of the autonomous region level science and technology enterprise incubators。

    Article 6 The Torch High-tech Industry Development Center of Inner Mongolia Autonomous Region is entrusted by the Science and Technology Department of the autonomous region to undertake the daily management and service work of the incubator。

    Article 7 The League (municipal) Science and Technology Bureau and the National High-tech Zone Management Committee are responsible for the cultivation, supervision and business guidance of local incubators。

    Act 3 Declaration conditions

    Article VIII The main body applying for recognition of the autonomous region level incubator shall meet the following conditions:

    1. Registered in the autonomous region, with independent legal personality, clear property rights, the establishment of a sound management system and financial system, management standard, scientific, good operation mechanism;

    2. Set up a special incubator service management department, with a clear incubator construction and development goals and perfect management system;

    3. The development direction is clear and meets the requirements stipulated in Article 2 of these Measures;

    4. Full-time incubation service personnel account for more than 40% (inclusive) of the total number of institutions, and more than 70% of full-time incubation service personnel have received professional incubator training;

    5. In principle, the self-controlled site use area of comprehensive incubators is not less than 5,000 square meters, and the self-controlled site use area of professional incubators is not less than 3,000 square meters。Among them, the area used by incubated enterprises (including public service sites) accounts for more than 60%;

    Public service space refers to the activity space provided by the incubator for incubating enterprises to share, including public restaurant and reception room, conference room, exhibition room, activity room, technical testing room and other non-profit supporting service space;

    6. The incubator has perfect service facilities and strong service ability。Professional incubators should have the corresponding professional technology platform or professional pilot conditions, and have professional technical service capabilities and management teams;

    7. With a certain amount of incubation capital and seed capital, it has established normal business relations with banks, venture capital, venture capital, guarantee and other institutions, and can provide necessary investment and financing services for incubated enterprises;

    8. The actual operation time of the incubator is more than one year,In good health,More than 50 incubating enterprises can control the site (more than 30 incubating enterprises in professional incubators),Comprehensive incubators shall accumulate no less than 10 graduate enterprises (professional incubators shall accumulate no less than 5 graduate enterprises);Enterprises engaged in the development and production of high and new technologies and their products should account for more than 70% of the incubated enterprises。More than 20% of incubated enterprises should have applied for or own independent intellectual property rights;In incubated enterprises, the number of people with bachelor's degree or above should account for more than 50% of the total number of enterprises。

    The ninth article An incubation enterprise entering an incubator shall meet the following conditions:

    1.The registration place of the enterprise and the main R&D and office premises shall be within the incubator site;

    2.Before a newly registered enterprise or applying to enter the incubator, the establishment time of the enterprise is generally not more than 2 years and the registered capital of the enterprise is generally not more than 2 million yuan;

    3.The company is a moving enterprise whose products (or services) are still in the stage of research and development or trial marketing, and the operating income of the previous year does not exceed RMB 2 million;

    4.The area of incubation site used by a single incubation enterprise when it settles in is generally not more than 500 square meters;  

    5.The main projects (products) engaged in R & D and production of incubated enterprises should conform to the development direction of the high-tech industry of the state and the autonomous region, and meet the national environmental protection standards;

    6.For projects (products) developed by incubated enterprises, the intellectual property rights are clearly defined and there are no disputes;

    Seven.The incubating enterprise team has a pioneering and innovative spirit, and has a certain ability to control technology, market, operation and management。

    Article ten The graduate enterprise should have at least two of the following conditions:

    1.Have independent intellectual property rights;

    2.The main business income exceeds 3 million yuan for two consecutive years or the operating income exceeds 2 million yuan in the current year;

    3.The amount of investment obtained is more than 3 million yuan;

    4.Be merged, acquired or listed on domestic and foreign capital markets。

    Act Four Incubator certification

    Article 11 The identification of incubators at the autonomous region level shall be carried out once a year in principle。The applicant shall submit the application materials to the League (city) Science and Technology Bureau, the National High-tech Zone Management Committee and other recommended units, and the League (city) Science and Technology Bureau and the National High-tech Zone Management Committee shall review the authenticity and integrity of the application materials。Submit the application materials and recommendations to the Science and Technology Department of the autonomous region as required。

    Article 12 Autonomous region science and technology department to organize evaluation and identification (if necessary, field visits)。To the identified incubator issued the "Inner Mongolia Autonomous Region science and technology Business Incubator" certificate, and to be announced。

    Chapter Five Supporting measure

    Article 13 The League (municipal) Science and Technology Bureau and the National High-tech Zone Management Committee shall incorporate the work of science and technology business incubator into the science and technology development plan, and provide necessary support for the construction and development of science and technology business incubator。When recommending or arranging science and technology projects, priority should be given to supporting incubators or businesses within them。

    Article 14 The Science and Technology Department of the Autonomous region gives priority to supporting incubators or enterprises within incubators when arranging the autonomous region's science and technology program projects。Incubators that have made outstanding achievements in promoting innovation and entrepreneurship will be rewarded based on their merits。Select and recommend national science and technology business incubators from the autonomous region level incubators that meet the conditions and have outstanding achievements。

    Act 6 Supervision and administration

    Article 15 An annual report system shall be implemented for the operation of the incubator。Each incubator shall, before March 31 of each year, submit the development of the incubator in the previous year and related statistical statements to the Science and Technology Department of the Autonomous region。

    Article 16 The incubator implements dynamic management。The science and Technology Department of the Autonomous region organizes a review of the incubator every three years。The result of the review is divided into two categories: qualified and unqualified, and qualified shall be confirmed;Those who fail shall make rectification within a time limit;If the rectification is not passed, the title of autonomous region level science and technology enterprise incubator shall be cancelled。

    Article 17 The incubation time of enterprises in incubators is generally not more than 5 years。If the incubated enterprise meets the graduation requirements, it shall go through the graduation formalities in a timely manner.For enterprises that have a long incubation time or have no obvious incubation effect, the incubator should be cleared out in time。Enterprises that have graduated from the incubator or have not yet graduated should move out of the incubator within the prescribed time limit and complete the relevant laws and agreed procedures。

    Article 18 If the incubator needs to change its name, a written report shall be submitted to the Department of Science and Technology of the autonomous Region for approval after being examined and approved by the organizational unit。

    Article 19 The unit applying for the accreditation of the incubator shall provide the true application information。Any unit that fraudulently obtains the qualification of an incubator in the autonomous region shall be disqualified, published and notified to the relevant administrative departments。

    Act 7  

    Article 20 Detailed materials and requirements such as declaration and review involved in these measures shall be separately issued by the Science and Technology Department of the Autonomous Region and timely adjusted。

    Article 21 These measures shall be interpreted by the Science and Technology Department of the Autonomous Region。

    Article 22 These measures shall come into effect as of September 1, 2017, and the original Interim Measures for the Identification and Management of Science and Technology Enterprise incubators in Inner Mongolia Autonomous Region (Nekofaxin (2009) No. 16) shall be repealed simultaneously。
